"Phoenix is a tankier playstyle while Tiger is more of a burst style. In early game you definitely want to be maxing these first and I would always rather have Turtle and Bear maxed than 2 extra ranks in Phoenix/Tiger for a little more damage."

"They're both powerful and they both have different niches in the game. Annie is probably the better caster OVERALL.
However, if you had a lane of Annie vs. Brand, Brand consistently wins because of his range and better harass, as IEM proved quite handily.
In the end they're both very powerful "
