"The reason people bush camp as AP Shaco is because if they step outside of their bush a Cannon minion will walk (roll) by and 1-Shot them...Not to mention CVing a bush with Shaco in it, where he's presumeably been stacking boxes, will cause creeps to rush him and then set them all off (i think). "If Upgrade applied "more rockets, faster grenades" as a passive, and then the slow on turrets as the active...It would be better than it is. I still maintain that Heimer's ultimate sucks, and the champ himself has seen better days. He's down there with AP Shaco in terms of suckage.
