"Well, if there is no way to check S2 stats, just get in a custom game with them. If they have the Janna skin, they're at least gold. Check their border for plat if they say they're plat etc.

I made a few huge mistakes when buying my first lot of runes, so I'd be glad to help you out. The best rune set to suit a variety of roles would be:
3x greater Quintessence of attack damage...
