It is not that strong in the early game and only gives you medicore attack speed, ad and lifesteal. Plus it is quite expensive.
The only exceptions I could see would be vayne and maybe Kog'maw and even then without the early ad they ca"

I was quite interested by the idea of banner of command on heimerdinger.

Generally taking teleport in lower ELO I can give an occasion gank to bot lane which usually secures one kill/dragon minimum. Plus being a bruiser, if our team needs more damage (i.e amumu jungle) "
