nunu is a top tier jungler and far from useless.
To answer your question: nunu works the best when you go to the enemy jungle and deny xp/gold by counter-jungling the opponents jungle....

"Janna is good with pretty much any ADC. She gives varus some extra poke. I'm unsure about bard because I'm not too familiar with the champion but bard should work fine because varus can follow up with his own CC and poke."

I usually start with Q because you get faster lvl 1 clear thanks to bot lane leashing the first jungle camp. I also prefer Sorcerer's shoes but CDR boots are just as viable. It comes down to which...
