"The problem with Ashe is she lacks good CC early on.
Volley - huge cooldown
Frostshot - fairly useless for harass
Hawk shot - useless
Ultimate - Not for harass...
To do well, you have to be aggressive early on. And this presume you're on an even match-up.
Not against someone truly troubles"

"If it's Ashe, I'd say 15/0/15 is good.
Ashe is not a Hard Carry.
She's a soft carry, due to Frostshot and Hawk shot being non-offensive items. They're utility type abilities."
