"Playing during peak hours is better for your ELO.
The matchmaking has more summoners to work with - If you play during non-peak hours, your teams get more jumbled with disparate ELOs, and the effects of the supposed "elo hell" will be more significant."

ALL the other items can be useful. Even Leviathan if you're confident in your tanking prowess, and I have seen them all used effectively before.
Occult is bad because of its low AD values, and useless max-stack bonus"
