He's a tank AND a caster - You do best when you optmize for both and lean in towards the main role you want.
Early game, he benefits more from caster-aspects, which makes rushing Rod of Ages perfect.

"He's not OP. Just viable, but people tend to not know how to play him or against him.
1. Mana-management is really important on Zilean.
Time Bomb costs a fair amount of mana, and it's very tempting to spam it whenever it you - But you have to learn to be conservative if you want to do well"

Remove Scurvy just makes GP a slippery champion.
Malzahar would still annihilate Gangplank if they placed in a lane against each other.
You don't necessarily pick Gangplank to counter Malzahar in a draft pick.
