"It's more for "burst casters" in the AD vein. Fiora, Xin and...someone else I can't remember, make real good use of the item because of it's AS boost and chasing power.

"I don't even understand why Mana-Taric is apparently so good. Tear's final upgrades, if you can stack them that far, only give you an extra 20/40 damage, and that's only on auto-attacks.
He's not going to be like Ryze with 3 mana ratios and range. <_<"

"Like I said, most people are going to out-trade you if you go Giant's belt instead of any AD item.
But thankfully, Psi and Dark have said my point way better than I ever could. I do tend to get mogs as a last item on Graves anyway."
