While she does have damage, she doesn't have a reliable way of doing it in lane because a large portion of it is contained in the easily predictable vault breaker.
She doesn't have a lot of tankiness because you're not going to be using either of her skills"

Warwick is a much better low level jungler, as well as cheaper than Xin Zhao.
