A lot of your damage is front-loaded in that Q proc. You just run out with E on, slap their shit, Q for the proc and proceed to ruin their day!

"It's a Riven buff, I'll say that much.
Maybe Garen buff too. Hexdrinker is the only AD/MR item in the game and it was really lack-luster come end game."

"It's a buff to endgame AD shaco. Right now, shaco's 2shiv, his main skill IMO, scaled off half your AD.
It's still making AP shaco meaningful though by not changing much else.
They're not hitting his early game ganks, more improving them IMO, and he scales better into end game.
