"Codex is not a great item in "today's" AP champs. They need damage not CDR that you can get from blue buff.
Codex is also an end-game item with mid-game stats."

Wrong sir. Ezreal is more of an AD caster. His base AD is pitiful, not quite reaching 1.0 naturally. Without mana, he's kinda worthless."
