"It really depends on the champ.
Tryn/Ashe who have terrible base attack speed will almost always take Zerks for the early boost in damage. Tryn especially. More attacks=more chances to crit.
End game, when you have other sources of attack speed though, you might opt for Mercury's treads simply"
