"^ If you open the spell menu and only click one spell it will only ever change the first spell and the second will remain the same. I'm pretty sure he's trying to click the 2nd spell seperately to change it, when you have to pick them consecutively. "

"I'm guessing you're trying to click on each spell seperately to change it, you have to pick them in succession. So when you click and pick a spell, the window doesn't go away, that's when you pick the second. "
