Greetings ladies and gentlemen!
I have a champion idea! I have been thinking about this days and days and now I want to write it down so you can tell my your opinion about it!
RP mode on!
Quscy is a melee-ranged hybrid driver. That's right, a driver. This champion drives in a kart, disallowing auto attacks, but only dealing damage with hitting someone with your kart or by using you abilities.
So what are his abilities?
Passive => Bumbing master
This passive allows Quscy to deal damage upon colliding with an enemy and knocking them aside. The damage dealt is based on your AP (lets say around 30%) + AD (+- 40%) + MS (+- 10%) in physical damage, this also applies on hit effects.
Since you are driving, you can't turn around instantly, requiring you to make a small turn each time you change direction.
Q => Drift
Passive: Causes 10%/20%/30%/40%/50% of your bonus attack speed to become movement speed.
Toggle on: When in a turn, you can toggle it on, making you drift the turn and remaining the drift circles till deactivation. The longer you drift, the more movement speed you get while drifting and 3 seconds after.
W => Oily suprise
Activation: Leaves a trail of oil behind Quscy slowing enemies that walk on it. Upon reactivation, you will lit the oil causing them to take damage each second they walk in it. Damage stacks with AP and deals magical damage.
E => Nailed it
Enemy Target shot: Shoots an enemy with a nail gun in to its foot, causing to deal damage and imparing it's movement for 1.5 seconds. The damage is based on AD and deals physical damage, this also applies on hit effects.
R => Nitro
Activation: Increases your movement speed by a large amount, knocking up enemies upon hit instead of knocking them aside and behind Quscy, the exhaust fumes burn enemies dealing damage based on AP and AD as magical damage.
Lore
This yordle was a member of Bandle City Special Forces, working as an engineer. He always repaired weapons and tanks. When asked for a very rewarding mission to Demacia to help them repair important vehicles. Though, when on it's way towards the place, they got ambushed by Noxus, lead by Darius. It was clear that the yordle group was outnumbered, but everyone stayed to fight, except for Quscy. The fellow yordles kept fighting while Quscy was working on his kart, to make it fit to escape. One by one he saw hes yordles dying, and fled with his kart to the first peaceful space to make up a picknick table.
Eventually, roaming throughout the middle of nowhere, a bunch of Demacian warriors came across him, asking what he was doing there. Quscy was trying to lie his way out, but it was to obvious. They send Quscy back to Bandle City under guarding, and Quscy was way to afraid that maybe someone witnessed the event, that he would be send to Noxus to fight them, alone! AS PUNISHMENT! Quscy punched the Demacian carrying his kart in the nuts, picking up his kart and drive away and flee! And he bumbed in to one of his fellow yordles who was also at the Noxus attack. Quscy was punished, punished to fight forever against Noxus in the fields of Justice...

2. But if you catch me, PLEASE DON'T KILL ME!!!
Dance (steps out of his vehicle and does a Johnny Bravo dance)
Death:
(By anyone): Jumps out of his vehicle via a jump seat, letting him flying through the air, and falling down slowly with a parachute, while laughing and yelling: "I SURVIVED!" and when he lands on his car, his car explodes
(By Darius ultimate): Car splits in half, so does Quscy.

I would actually recommend that you take out the part with the AS and replace it with Speed=Damage or something like that...
The passive states that the amount of movement speed (MS) also increases damage done, so yeah :P
And I didn't add any numbers on purpose, because if I would put down numbers, I feel that they need to state a reasonable amount, not to much, and not to little.
Also, could mean that for example the amount of magical damage is much higher than the physical, or the opposite.
So maybe he could be a kind of Evelynn, meant to be hybrid, but mostly played full AP, or with AD or something like that.
Or who cares what his abilities are!
I just want a champion in a kart starting with the letter Q, that's all! :D
If you would rework the whole system of the drifting and the turning-thingi, I would actually give this champion a chance to prove himself in the League.
The only part, that I find really disturbing, is the part, that you HAVE to builde him hybrid, otherwise he wouldn't do as much damage. Also on him, Ginsous Rageblade (or whatever it is called) would be quite useless, because he doesn't have AAs. Furthermore, I would actually recommend that you take out the part with the AS and replace it with Speed=Damage or something like that...
But besides that, he could and would actually work out well, I assume.
PS: I would love to see people trying to create a build for this little fellow XD
Maybe hybrid is broken, but it surely works for Jax no? So I thought, we need more hybrid champs :D
About the Vayne idea, everyone has a certain spell that could counter him/her.
Besides you have some spells that prevent walking away :P
Every single repositioning spell would screw this guy. Also,
True hybrid is completely dead and wouldn't fit the meta. Also due to his turning system I think he'd be easily outplayed. For instance, Vayne's
I think the idea is fun but impractical.
Maybe hybrid is broken, but it surely works for Jax no? So I thought, we need more hybrid champs :D
