Most solo tops can do this without much repercussion. You can't W too much to harass or you will run out of mana. I try to auto attack but some tops are dangerous to get close"

You can't be killed, but you also can't kill the person you're laning against unless your jungle helps. I haven't been beating my enemy in CS usually but not I'm far behind. The enemy can pretty much free farm since you can't kill them, "
