This is my humble view on where Nasus stands in this meta.

Unfortunately, I admit Nasus' current power is about as weak as he's been since season 2. He's still viable through most elos, but you'll find he's somewhat harder to win consistently with due to nerfs taken. His top-lane match-ups are considerably harder due to the sustain loss, and because of this many newer players will find more success with him in the jungle. Personally I play the majority of the time top since I duo ranked a good bit with friends that like to jungle. However, I do think the chances of success for Nasus are slightly higher in the current jungle.

Being successful with Nasus in the jungle includes: being a minimalist on ganking, controlling dragon with ultimate, and continually farming monsters to become a huge mid game threat. The idea here is to maintain jungle presence, but try to individually overwhelm the opposing jungler with a 400+ Siphoning Strike. This play-style is not for everyone, but I can vouch for its effectiveness and simplicity for new players. If you're just starting out with him I'd suggest taking this route first, and once comfortable, give top a try and begin learning those match-ups.

Despite his power level drop, there is a sliver of good news for Nasus lately. Some of his biggest counters have been nerfed/changed, namely Rengar and Riven. I expect Nasus players to have an easier time in early laning against them. However, the emergence of the newly rebuilt Olaf are as strong as ever. I can't stress enough how important it is to stay out of his path right now. His manaless damage and sustain can be very overwhelming in lane. He also transitions very well into lategame as Wither has no justifiable effect on him.

Speaking of Wither, the change Riot did to slows was another significant nerf that went unnoticed by the majority. That change being anything that removes movement speed slows also removes attack speed slows. So yes, the Olaf and Yi matchups will be as hard as ever.

All in all, I hope you guys still enjoy playing Nasus as much as I do. Despite the nerfs, I feel he's still relevant, and very powerful when played well.
