"You can use the runepage on basically everyone as everyone can use it. For no champ there are wasted stats.
As for the rejuvenation start, i already tested it in basically all my latest games and every time I won my lane through the sustain.

So, the current meta is all about penetration. Everyone is buying penetration, even over crit. So, to counteract that, it is time to revive a good old build that everyone forgot about....
