"Youmuu's Ghostblade is a great item on Garen because:
He needs MS to not beeing kited easily
He needs AD for more damage
He needs Crit for more damage
He needs CDR for more defense and damage
He needs armorpen to do, what do you think?, more damage.^^
And finally, he needs AS while h"
