I also fealed that most time. It is because, with wuju style+phage you have high dmg, with highlander+zeal great AS and MS and with giant's belt"

"Actually, surge gives you AS and AP. Means you heal more, deal more damage with spinning splash and crit faster. But, Exhaust and ignite are both better in any case. If surge would give AD, too, i would pick it up.
BTW: After the cleanse buff, that made this item like quicks"
