Attack speed. CDR doesnt affect his Q, AS is his "CDR" for that ability. You need it at it's lowest cooldown which is like 1.33 seconds, and I'm pretty sure you need a 1.45?ish (someone check that match) attack speed to pull that off.

"When people think of counters they think of things like Draven vs vayne because she has no hopes of trading with him at all early on, and he generally makes her life hell in lane. What you're describing with Lux and other skill shot champions is a skill match up, not a counter."

"Draven with TF: Works but makes him overshoot axes when running.
Leona Top: Shitty duelist with no escapes.
Taric Top: Decent duelist that counters some melees, scales pretty well on beefy stats. Decent at best. No escapes.
Xerath top: Will get eaten by junglers."
