"Ok I have a surefire way to fix this.
Riot simply needs to add this little text to the effect of Relic Shield/Targon/Face of the mountain's passive;
"This passive ceases to function if in range of another ally with a Relic Shield, Targon's Brace, or Face of the Mountain."

Each gold gen item should be limited to one per team. This would render the stupid Targon's Brace stacking moot.
Free ward totem needs to be removed from the game.
