Your idea for the passive. Maybe tweak the numbers a bit, but that idea is perfect.
Q: give it an AD ratio and a dash from the same range it already casts from. Add a scaling slow like 20/25/30/35/50% for 2 seconds.
W: Fine as is, maybe lower the cooldown a tad.

"That would be because he's one of the least played champions in the game. He was a lane dominator in S2 but he got nerfed. He's also semi buggy and people generally don't feel like trying to learn him any more.
