But yea, what you're saying is true. Problem is that if he gets behind he generally stays behind and can't really help his team because he lacks utility.
Take Jayce as an example, atleast if he's behind he's still a walking Shureliya's."

"Yea, he's just a little slow at clearing. But he does have an amazing early game and he makes a pretty good anti-carry. No one ever really gave him any notice."
