I think the reason some of these heroes are seen as weak isn't as much as they are way underpowered... it is more that people don't know how to play them or simply find them TOO HARD to play and so they play the easier heroes. I think in Dominion Lucidity Boots work better due to the lack of MR usually used. And I see this guy as a long range poke so CDR and Rylais are important.
