just change up according to situation and roll with the flow.
a good gp-player doesnt have a fixed build but changes it to the situation/matchup/comp ..."

suppose you deal 100 dmg in 100 s
then after 40% cdr you deal 100 dmg in 60s
equated up to 100s thats 166.6666 dmg
-> 2/3 or 66.66% increase in dps xD
from 0 to 20%
