"I'm pretty sure it doesn't. Zilean has a super slow at 65% with pretty short CD though, so Rylai's is not really that good anyway."

"Go to the link in my sig to see how armor seals compare to dodge seals. Dodge reduces more damage below about 75 armor and no jungler can ever start with that amount. Armor is more beneficial in lategame though."
