Armor/MR is multiplicative and so is havoc.
The only case it would make a difference in would be if the enemy had Indomitable, because that's a flat amount of damage reduction."

"Rammus is strong.
Riot just needs to rework his stats a little. He's so fucking clunky atm. (like many old champions)
His mana and HP regen needs HUGE buffs because they're seriously the lowest in the game.
His base mana and mana costs might need buffs too(at least the cost on Spiked Shell).

"She needed these buffs. I've been saying they nerfed her too hard for a while.
