"Nice build, i would recommend switching the sorcerer boots with boots of lucidity as well as getting an Morello's Evil Tome after your Rabadon's because with those two items and masteries you will max out your cd while solving most of your mana issues. This also get Lux's ult down to a 24 second cd"
