I like to play him but the sad thing is that my ping is usually around 120-150ms. His E cooldown is 0.1s at max level, meaning that I can't even use it in time. I need to have below 90ms "

I was wondering why you believe that akali and irelia belong there?
Their recent buffs were good and they both have high skill cap.
akali had several buffs and now even her E deals magic damage. Irelia's passive got a good buff which makes her stronger late game."
