They really are oriented towards laning and you often lose part of its value by building it as a jungler. (For example doran's shield gives regeneration after trades/poke.) If you buy it as a jungler you basically delay your core it"

It is mostly a poke oriented rune, so indeed good in lane to enhance your early damage, but the focus while playing taliyah is often more on roaming "
