"Nothing wrong with maxing condemn first. It scales 1:1 with your bonus AD, and has high base damages.
But that's assuming you can effectively aim it. I'm wondering what you would do if your laning opponents deny you that opportunity. Do you just regularly do what you do?

"No, it deals bonus damage based on your AD, not actual damage dealt. Therefore, it does not have any modifications even if your first attack crits.
