Then you have 18%, which is significantly less than 40%, you also have very little Spell Penetration.
With Morde's AP Ratios, Haunting Guise is more magic damage than Rabadons until about 600 ap, in which case it's still half the cost."

"Le Blanc does more damage, is just as squishy, and has a flash to escape from combat.
Don't know why you would play Morde like this.
I can't support a nuke build with 20% cdr (as apposed to 40%), and resists under 100."

Now, onto some improvements that can be made.
You have 300 armor, and 130 magic resist, you only have ~22% cdr.
Not a terrible build, but the CDR that's missing, and the severe lack of spell pen hurts."
