"Not sure about the masteries, 18/12 seems situational and you should have a spare tree for different situations. Also, I can't seem to understand the Vampirism choice instead of ability damage, being your build and playstyle focused on agressive Lux.

Perhaps it's not Win10 but the browser/third party programs. Try deleting your cache or perhaps as a longshot check the task manager.
