"That's a poor way to put it. If you put it like that, that means at least one adc has to be a 1, so compared to all reasonable adcs, he'd be a 1, i suppose, and the next lowest would be sivir at 2-3"

"You need to max a spell by level 9 (heal) and you need flash exhaust. Your build could use a bit of tweaking as well, I don't think chalice would be a great choice."
