Firstly the damage on her
Though It's more like a luxury buff than anything imo xD
Her ult is getting it's damage reduced by a 100 ( at second and third rank) in exchange for a 2.5 second invulnerability. when self cast and a 20% increase in the slow at max rank ( 10% increase at rank 2)
I think they overdid it with the ult..
Sure, you lose chunk of your ult's damage thus lowering your burst, but liss isn't meant to be played as a burst mage anyway. Glacial path to an ad carry and stunning them giving your team enough time to kill them is her specialty, and now with a 40% aoe slow that can keep the enemies away coupled with a lower cd aoe snare and a lower cd e( technically) means she can do that more safely than she could before, thus increasing her overall power.
Her glacial path's cooldown now starts right as you cast it as opposed to when the skill ends, this makes it much more acceptable to use it as a waveclearing ability and lets her reposition/escape in teamfights more often.
I just hope my views on liss aren't wrong xD
Personal experience?
I wouldn't really say it is too strong, but it excels at early game and with poke comps. Other than that, it 'can' be good when a team doesn't know how to peel for you so you are left to do your own thing. That is the only time I see this build shine, solo q against noobs.

I hate that build and I don't really see it's merit over a normal
Because your Q will deal **** tons of damage, your E will have about 4/5 seconds cooldown (making you impossible to catch) and the build is really cheap. A 6 item blue build ezreal will most likely lose out on damage to another 6 item carry, but before that point the build is extremely cost efficient, making you hit that point really early.
Anyway,
Nah. Fizz is just gross. Played correctly, there's like, no counterplay available besides barrier.
Sure, tehasian, if you want to **** your team over because you don't have a front line.

Ezreal really sucks. He loses to:
Caitlyn, Varus, Draven, Miss fortune, Quinn
and arguably a few more like tristana, corki, twitch, and graves(<--mayyyybe)
He also synergizes with very few supports and is countered by many supports.
I remenber when you called him pure **** a long time ago with a kit that hurted him more than anything good times good times
BTW how some more niche mids and your opinion on than maybe ex Riven can be used as a counter to a bunch Meele mids but sucks hard vrs super range champions wouldn't that be kinda tier 4ish
also imb4 something crazy happens and Pantheon goes to tier 1
