A) Damage output is way more important than attack speed. Boosting attack speed with 21 of your runes does not help as much as armor pen and and dodge.
B) Flat runes are not the best choice for Domini"

"Downvoted for lack of new masteries. As well, tried this build, but my dps build increases survivablility much more than this (due to increased damage output + lifesteal). Adding health doesn't increase cap-ability, when you can more easily remove a defending opponent and cap with dps."
