The difference in burst damage between maxing rake and noxian diplomacy is very very small. If you max Rake, each level you have 2 more burst damage than you would have if you'd maxed noxian diplomacy, and the base damage gives it a 10 damage head-start. So at lvl"

I've always used ArPen marks. ( Or have used them for a good number of months anyway ) They provide more champion damage both early-game and late-game, which is why I use them. B"
