Things to (re)consider
doran's shield as a starting option in really hard lanes. Is pretty much a safe start.
I would not recommend boots+pots start myself, you only get 4 potions, boots are not a valuable stat in lane.
You should not max two spells"

9x hybrid pen marks (8.1 armor pen + 5.5 magic pen)
9x armor seals (13 armor)
9x mr glyphs (12 magic resist)
3x ap quints (15 ap)
That is by far better than your kit. Problem with your setup is, what if your enemies have any resistances?"
