"No, it's not good enough to be CORE for anyone.
Exhaust and Flash/Ghost will be the obvious choice for most AD Carries because you can use both of them offensive and defensive.
And Ignite is still better for AP Carries because it deals true damage and more damage than you get from the surge AP."

I didn't play her since the patch is not yet released on EU but I really think it's a placebo. 2% are hardly recognizeable and you should easily be able to farm your revolver up and rape then."
