I use the 0/21/9 setup. Don't use armor quintessences but the rest is the same.
I'm not sure about the mana regen though, seems like he would benefit from that when not having blue but I'm not sure whether it's better than good hands or the movement speed masteries

Not really. GP10 items are stronger.
They nerfed the GP10 mastery by 50%. It's kinda bad now unless you're playing a support.
Also, the 21 point mastery in utility gives Smite enough CDR to be up on double golems. That makes a huge difference in early jungling.

Yea, and the fact that you need the GP10 for bonus starting gold just SUUUUUUUUCKS. Only supports will be able to use that (effectively) now --.--

Oh, yeah you have to spend 4 points into it but if you skill deeper you get wealth aswell, which is pretty ****ing strong.

Not really, since you said it yourself. With 0/21/9, you finished the jungl with 130 HP. With 0/9/21 you finished it with 80 HP. 21 points in utility won't make a huge difference in the time it takes you to finish the jungle. You might do it 3-5 seconds faster, not more and not worth it IMO.
In other word, and IMO again, 0/21/9 > 0/9/21
