Rammus' early game clear is like 4th fastest in the game or something (including Karthus). Check Stonewall's videos (or spreadsheet) for the actual times/rankings - but I'm certain he's 3rd, 4th or 5th, depending on if you include Karthus or not.

Unfortunately not. Rammus is one of the fastest junglers in the game, Alistar's is mediocre at best.
Jungle Alistar works, just honestly, there's better picks in today's meta, especially when Alistar is easily one"
