Unfortunately not. Rammus is one of the fastest junglers in the game, Alistar's is mediocre at best.
Jungle Alistar works, just honestly, there's better picks in today's meta, especially when Alistar is easily one"

"I'd only ever jungle if you have a Garen, Irelia, Renekton, Cho, old Morde, whatever, someone that's capable of 2v1.
99% of the time in my games there's a jungler on both teams, so I don't really have that problem :/"
