My reasoning behind this is Mastermind. Mastermind can reduce Ashe's summoner CD by a lot of amount. Since Ashe has no initial escape, reduced Flash Cooldown and Barrier Cooldown will help Ashe a lot.

Spectral Wraith does not add too much damage anyway, with Plants ratio being a bit bad."
