For the standard build, hold out until ~level 5, back with around 50cs which should provide you with the money for a sheen and a vamp sceptre. However sometimes things don't quite go as planned. One common problem is you're being pushed out of lane early by a gank or by the enemy lane slamming you (corki leona tends to do this). Remember deviating from the build is not a bad thing, all the other builds will have pros and cons and the standard build is not perfect.
ASSESS THE SITUATION:
If you're backing early consider the following; am I dying? Am I behind on cs? Does the enemy AD out scale me? How many dorans does the enemy AD have? How are the other lanes doing? Is my support dying?
If you're dying boots and dorans are the answer, if you're dying to the enemy ad ninja tabi are a must as it should stop them killing you in lane further, the armour is only useful if you have more hp so get dorans as well but try to keep your dorans count below the enemies. If you're not dying but are being forced to back a lot wriggles lantern is your friend, however this will require a different build to be followed.
Behind on cs? If you're up on cs ignore it and carry on as usual. If you're down on cs however you're probably being zoned. To avoid being zoned further think about what it is that's zoning you. If it's fear of death then ward the bushes in the lane and invest in more hp and life steal, such as a phage+vamp or multiple dorans (both will require a different build). After buying the items and returning to lane attempt to fight your opponent. Remember that you have the item advantage as you just backed and you also have a vamp sceptre, so even if you lose the fight as long as your force them to back you should be able to catch up a bit on cs and regain the health you lost. If the zoning is caused by junglers camping your lane there are two options. Firstly you could ask your jungler to come and gank then proceed as normal, or secondly you could aim for a fast sheen and ionians. You can use this to poke your way back from being zoned and then proceed as normal. Zoning generally occurs by them standing in your creeps after you backed off due to the enemy jungler. Once this happens they don't have their creeps to protect them from mystic shot and as such a few well aimed ones with a sheen should push them back to their side of the creeps allowing you to farm happily once again.
Does the enemy AD out scale you? If they do then please DO NOT BUY DORANS. Look for a dorans free solution (this will generally include a fast phage and vamp as they do a similar purpose). If this is really not possible then buy up to 2 dorans then proceed with the build
How are the other lanes doing? If top is losing to an ad bruiser ninja tabi and a last whisper is all you can do about it really, so don't go for more than one big item before getting a last whisper. If you need 2-3 dorans go straight for the trinity then the LW and if you need wriggles again rush to finish the trinity then get an LW. If you are doing fine in your own lane then only change the build up by getting ninja tabi. If top is losing to an ap champion do the same for if mid is losing. If mid is being lost, there's not really much you can do for itemisation during your 1st back, just proceed as usual.
If your support is dying play as passive as possible aim to hug your tower, also buy wards for them, if they're dying they really need their gp10 items asap and 75g is ~3 creeps for you in comparison to ~50 seconds of time for them (creep waves spawn every 30 seconds and 3 creeps is half a wave so you're only 15 seconds behind)
with ~500 gold go for ninjas if the enemy ad is destroying you with harass if not vamp
With ~1000 gold go for dorans x2 if it's going badly if it's going well vamp + dorans
With ~1700 gold follow
