It seems the reason Sneaky suggests Static Shiv is because the lower cost lets you get attack speed and crit chance while leaving more gold than Phantom Dancer would give you so you can go for Bloodthirster and Last Whisper, which scale into your Q and increase the poke you can do.
However, recently with the tank meta, I've really gotten a lot out of concentrating on getting off Varus's W stacks, which deal a percentage of max health as magic damage, so it's SUPER effective against tanks building armor, which they will do if you are dealing tons of basic attack damage, which I think is best accomplished by building Phantom Dancer instead of Static Shiv, and then building Runaan's Hurricane later (to place your W stacks on three different champs very quickly), maybe after Bloodthirster/Last Whisper. You delay getting the most damage out of your Q, but if you have a decent engage champion on your team, you can just get off three basic attacks really quickly (from your extra attack speed build with Phantom), and then ult to detonate your W stacks on three champions, which does a whole lot of magic damage, and can just melt through their front line.
I supposed this really depends on what champions they have on their team. If they've got one or two tanks with mostly squishy damage dealers, then Sneaky's build seems to make more sense. However, I've been up against a lot of teams with three or four tanks that do lots of cc and damage over a long period of time. Since Varus has to stand near the back anyway, I feel like equal parts magic+physical damage based on a percentage of their max health ends up melting away their tank advantage.
I suppose in this build somewhere Blade of the Ruined King should show up since it's intended to melt away tanks, but I think the attack speed from both Phantom Dancer and Ruunan's Hurricane are more than enough to take full advantage of your W, and BOTRK would just deny you the damage you need.
These are just my thoughts. Any comments or suggestions or counter points would be appreciated.
