According to reddit each spell cast gives you 20 stacks on it regardless of cd, so even if you have long cds I guess stacking to 100 is pretty doable.
I'm interested in seeing the charge rate from movement. Depending on how high the charge from movement is, I wonder how much a max range distortion would charge. For that matter, a mac take distortion + reactivation. I can see this adding a nice bit of ap to LeBlanc's burst

In fact, I agree with Meiyjhe, this should work on any AP champ. Using the stacks on Morde's Q will be awesome, and the movespeed will help him alot.
