I can now legally operate a vehicle even though I've driven a car exactly once. Test was 90% common sense. There's something wrong with that fact.

what? In germany, you have to answer 20 out of ~1000 questions(you can make some mistakes depending on how significant the things asked are). Most of it is common sense, but there are also some questions involving formulas that you will never use again. It is overall just a lot of learning things by heart, other than that the test is easy.
You also have to pass a practical test where you drive around with your teacher and an examiner where you can't make any significant mistakes, which is really stressfull.
Even after that kind fo education it is pretty noticable if someone is very new to driving.
edit: I can also guarantee that obtaining a driving license in germany is at least 2-3 times more expensive than it is in america(prohably more like 10 times :D)

Admittedly, I can't drive without there being another experienced driver in the car. I had to answer 20/25 questions correctly on a test that was mostly things I knew the answer to out of common sense or an understanding of the physics involved. There were a few questions that asked for specific numerical values related to laws, but I guessed correctly on some of those and the others fell into my margin of error, because I answered very few wrong. I took the test this morning after taking a single practice test online last night.

In germany it is around 1-1,2k€ including lessons(you have to do a certain amount of them or you can't take the test)
