Are these changes good?
I find that multiple time used
Varus mid by Power of Evil really interesting. The problem with
Ezreal mid lane, you have 0 engage potential and this way playmaking is rather hard. Now, if you put
Varus in that spot who can also farm rather safe with his spells, you fix that problem. Of course,
Varus has the problem of his low mobility, but if anyone can do it, it is Power of Evil. I mean, he plays Syndra, he plays Cassio and with both he dodges like everything from enemies.
Varus is at that term no exception. Finally,
Varus is an ideal counter to the tank meta, his W just shredds tanks hard while his range is high enough to avoid him from getting destroyed instantly.

His W still does ~8% of the enemy max HP if you factor in magic resistance (especially because it is a double AD comp, tanks do not build that much MR then), which is against a tank 400 damage. That is nothing bad at all. Add in the fact that he builds
Blade of the Ruined King,
Black Cleaver and
Last Whisper, a combo which completly destroys a tank. He also goes for
Muramana and
Ionian Boots of Lucidity, so free to spam every spell.

Was that pre the CD change on
Piercing Arrow or post the CD change of
Piercing Arrow? And did you buy
Ionian Boots of Lucidity directly after tear?
Also, now think about that build with the new Black Cleaver and that you get 35% CDR just from items. You also get the Phage passive on him which makes it even easier to dodge and kite and finally 400 HP is a lot. Of course, a little bit of damage is lost but hey, the rest makes it far superior.

You'd do less than 0 damage. And since a lot of your strength is the damage from early

Sig courtesy of GrandmasterD. Go get your own sig from them. :D
So that is why that Varus in that game did the highest amount of damage from them all? Varus base damage is really high and his Q scales with full AD, not bonus AD. The maximum amount of damage on his Q is 235 (+ 160% AD). That is basically double the Ezreal damage and instead of Ezreal, you have another spell that deals physical damage and scales with AD. Also, damage might be strong, but CC is even stronger, especially if your jungler ganks. CC means you can make plays even while you deal not much damage.
