For each server restrict 1 account per IP address
They can't do that because many IP addresses have multiple people playing on them (I live with 4 people that all play League.) It wouldnt be fair to restrict this, especially when Riot doesn't deem smurfs to be an actual threat to the game. Smurfs typically only spend a few games in lower elos, and rapidly rise to their skill level.
Smurfs for hire are actually a problem, and Riot actively finds and bans them.
But let's be real here. You wouldn't complain if a smurf was on your team dumpstering people. You win some you lose some.

Correction I still would complain if a smurf was on my team, which is the Only reason why I have 2 wins in rank, which to me is not legit.
It's a good enough place to complain about it. Secondly, stay on topic OTG.
For me, I have... 2 smurfs. One that I play only Ezreal, for practice since I can't play him at even a decent level on my main, and one on EUW, which I haven't touched in like, 2-3 years.
Honestly, I've never had a problem with smurfs. If you get beaten by a smurf, you're going to complain that, "Oh man, I only got beat because they're a smurf with so much more skill than me!"
However, if you do beat them, because they're playing something that they don't play very often, or at all, you feel kinda good about it. "Oh man, I beat a Diamond 3 player! I obviously deserve to be there!" Which, also might not be true, lol.
Either way, like them or hate them, they'll always be there. Because, there's really nothing you can do to stop people from making smurfs. Banning or restricting an IP just makes it worse on the individual user, like OTG said. You can't have LAN tournaments anymore either if you're not allowed to have more than one account on an IP. It's just not a good practice.

Why do People still rage about something like this?
You get beaten by a Smurf... So you can still learn from him because he is better.
Most of the Times then I Smurf I tell in the end of my Game what my Opponent did Wrong so he can actually Improve and even then I get demolished on my Main I ask my Opponent what I have done Wrong.
Fazit:The Only way to Improve is by Failure.

I have a smurf and I use it for a lot of things, few of them at all concerned about my opponent having a lower level of play compared to mine. I'm not even going to suggarcoat it, I smurf for fun, sometimes trying random stuff, other times tryharding, although I don't even spend much time in it anyway. Just like I don't get upset when I face eloboosters who are clearly above the level of play from my real mmr, I think it's pointless for people to get upset if I stomp them since I don't bother ****talk to them on my alts unless they were originally *******s to me (then it's game on, I'll crush you).
Play, have fun and improve. No point losing your temper.

There's absolutely nothing you can learn from getting facerolled because there are just too many things they do better that you're not even aware of.
Across my 4 years of playing League I've faced numerous challenger teams and/or pro players and I can tell from first hand experience that there's nothing you'll learn from those games if you're not even close to their level. At some point it'll become somehting like: smurf x pops up somewhere seemingly random, kills you, kills a tower and repeats the process. The difference is just too big to learn anything meaningful from it besides "they do literally everything so much better".
Having said that, there aren't any major problems with smurfing - it's just a lot of the players who smurf that are wrong. One player usually doesn't mean a game is automatically lost; as said I've both played with/against challenger players and teams who were playing on secondary accounts/teams and I've always put up my best effort and actually won a surprising amount of them. Of course, that's harder when it's a high diamond player amongst bronze/silvers but there aren't that many of them around at all.
Also let me emphasize that smurfing is often a good thing for a lot of players who want to evade the stress from their own ranked games. It's really tiring to always have to play your best and having a secondary account where you can practice some stuff can ease that stress. Not to forget that in master/challenger queue times can get out of hand (30 minutes queue times are no exception at all in challenger) and having a smurf allows you to get more games of practice in that way (that's why Rekkles and such have 3+ accounts in challenger).
As long as you don't smurf just to style on noobs it's absolutely fine, and Riot is definitely already trying to ban those accounts (and their mains). There is absolutely no reason to ban smurfing altogether, let alone possible to maintain such a ban.
